Councillor Monroe Palmer OBE BA FCA

Councillor Monroe Palmer OBE BA FCA is a member of the Liberal Democrat group on Barnet Council and one of the council representatives on the Board. He was first elected a councillor in 1986 and has lived in Barnet for 45 years. His priorities as a Board member are ensuring the company is run efficiently and within financial constraints, and he is committed to Barnet Homes providing a good service for tenants and leaseholders. 

 

Councillor Ross Houston

Councillor Ross Houston is the Labour Spokesperson on Housing and Community Safety on Barnet Council. He is one of the council representatives on the board. Ross is deputy head of housing for an affordable housing landlord. He is vice chair of a regeneration partnership, chair of a healthy community project partnership, a board member of a housing association and of a community centre charity. Ross is a governor at two Barnet schools.

Ross’s priorities are to ensure that Barnet Homes continues to deliver its Decent Homes plus programme, that Barnet Homes successfully manages its tenancies on the regeneration estates working with its partners, and that Barnet Homes sees continued improvement in its service to tenants and leaseholders.



Councillor Helena Hart

Councillor Helena Hart is one of the newly appointed council representatives on the Board. She is currently the Cabinet Member for Public Health, having previously chaired both the council’s Health & Social Care and the Supporting the Vulnerable Overview & Scrutiny Committees.

Cllr Hart is notable for her recent work pressing the NHS to improve healthcare for local residents. A Dental Practice Manager for the past 38 years, she also served as Vice Chairman of the borough's Social Services Committee from 1990-1994 and on Barnet Community Health Council. As a life-long Barnet resident, with many family members and friends involved in healthcare and through daily contact with local residents both as patients and ward constituents, Cllr Hart believes she is well placed to make a meaningful contribution to the Board of Barnet Homes and the future well-being of both tenants and leaseholders alike.

 

Terry Rogers OBE FCIH JP

Terry is Vice Chair of the Board. He was nominated by Barnet Council to the Board in November 2009, having been co-opted on to the Board in July 2008.


He is a fellow of the Chartered Institute of Housing with over 35 years’ experience of public sector housing. Until taking early retirement in 2005, he was Director of Community Services for the City of London, which included looking after the Corporation’s housing stock.

 

He served on the government task force looking to improve repairs and maintenance and was on the Olympic Games group with responsibility for looking at housing issues and selecting suitable sites. He also led a multi-disciplinary group to reduce homelessness in London. For this he was awarded an OBE.


He has been a magistrate for 15 years and is currently deputy chairman of the City of London Bench, a trustee of the charity Help the Homeless, an ambassador for Crisis and chairman of the Garden Suburb Theatre.  

 

Terry has lived in the borough for most of his life and, having worked for the Barnet Housing department for several years, has a good knowledge of the estates and the needs of residents.
